India: Safety Glass (Quality Control) Amendment Order 2022 and postponement of the certification requirements for safety glass

 

On the 14 February 2022, the Indian Ministry of Commerce and Industry published a new Safety Glass (Quality Control) Amendment Order 2022.

It modifies the previous Safety Glass (Quality Control) Order 2020 and postpones the entry into force of certification requirements for safety glass till the 1 April 2023.

The regulation has a long history of continuous postponements.  First, through an Order dated 12 March 2020, the Department for Promotion of Industry and Internal Trade (DPIIT) notified the Safety Glass (Quality Control) Order 2020. The initial date of implementation was 16 September 2020. On 18 September 2020, through a Second Amendment Order, India exempted safety glass used in the vehicle imported in India by vehicle manufacturer under the provisions of Rule 126 of the Central Motor Vehicle Rules, 1989. On 25 February 2021, entry into force of this measure was postponed to 1 April 2022.

The original Safety Glass (Quality Control) Order 2020 required the vehicle safety glass to conform to the corresponding Indian Standard IS: 2553 (Part 2): 2019 to bear the Standard Mark under a licence from the Bureau as per the Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

Besides safety glass, also other automotive products are destined for more regulation in India.  The country also circulated in the previous months, among others, an Automobile Wheel Rim Component Quality Control Order and Quality Control Orders for Replacement Brake Lining Assemblies and Drum Brake Linings.  Similarly, both make the affected products subject to the ICI certification in India.
