South Korea: Revision of ‘Rules on the Performance and Standards for Motor Vehicles and their Parts’

 

South Korea has notified a revision of ‘Rules on the Performance and Standards for Motor Vehicles and their Parts’ (previously notified as ‘Korean Safety and Performance Regulations for Motor Vehicles and Parts’ on May 2020).

The following amendments ware planned:

  1. Draft Article 15-3 and 90-3 will require Advanced Emergency Braking System (AEBS) in passenger vehicles and trucks and special purpose vehicles with Gross Vehicle Mass (GVM) of 3.5 tons or less. Before this amendment, the AEBS requirement was applied only for buses and trucks and special purpose vehicles with GVM exceeding 3.5 tons. This requirement will be amended to be applied to passenger vehicles and trucks and special purpose vehicles with GVM of 3.5 tons or less. Also, the performance requirement for AEBS will be newly established.
  2. Draft Article 19 and 32 will improve the payload markings and the standards for goods-loading accommodation. The markings of the GVM and maximum payload of truck will be clarified; the specific gravity for dump truck and special purpose vehicle will be deleted so that manufacturers themselves can set the size of cargo box within the permitted range.
  3. Draft Article 38-4, 39, 40-2 and 44-2 will improve the standards for lamps. This amendment will clarify the number of reversing lamps and standards for end outline marker lamps installed on a vehicle, allow the installation of side marker lamps for a vehicle of which width does not exceed 6 m, ease the observing angle of rear position lamps of a vehicle on which side marker lamp is installed, and permit the installation of additional direction indicator lamps.
  4. Draft Article 91, 91-2, 91-3, 91-4, 102 and 102-3 will harmonize with the international standards for fuel system and collision test. The standards for fuel system will be reorganized by categories of fuel; fuel system safety in the case of rollover will be newly inserted; the collision standards for trucks with GVM of no more than 3.5 tons will be harmonized with international standards.
  5. Draft Table 5-30 will form the basis for installing a service door on the left side of a bus with a seating capacity of 16 or more. This amendment will lay the foundation for installing a service door on the left side of buses with a seating capacity of 16 or more passengers in case it is deemed that the service door on the left side has proper preventive measures against malfunction and operate safely.
