EU: Amendment to the General Safety Regulation 2
The EU Commission has published a Draft Commission Delegated Regulation amending Regulation (EU) 2019/2144 (the so-called General Safety Regulation 2 or GSR). It updates the list of the UN Regulations that apply on mandatory basis for the purpose of EU type-approval.
Annex II to GSR contains the list of regulatory acts laying down the specific technical requirements with which vehicles, systems, components and separate technical units have to comply. The references to the regulatory acts listed in these Annexes need to be amended to take into account the latest regulatory developments, i.e. new regulations adopted at EU and UNECE level following the publication of the GSR in 2019.
For example, the following UN Regulations are now listed with their applicability dates and affected vehicle categories:
– UN R148 Light signalling devices (LSD)
– UN R149 Road illumination devices
– UN R150 Retro-reflective devices (RRD)
– UN R151 Blind Spot Information System for the Detection of Bicycles
– UN R152 Advanced Emergency Braking System (AEBS)
– UN R153 Safety of electric power train at rear-end collision
– UN R155 Cybersecurity and cybersecurity management system
– UN R156 Software update and software updates management system
– UN R157 Automated Lane Keeping Systems (ALKS)
– UN R158 Devices for means of rear visibility or detection
– UN R159 Moving Off Information Systems (MOIS)
– UN R161 Locking system
– UN R162 Immobiliser systems
– UN R163 Vehicle alarm systems
The proposed date of adoption of the delegated regulation is May 2022.
