UAE: New autonomous vehicles law in Dubai
Dubai Law No. 9 of 2023, issued on April 6, 2023, is planned to take effect on July 13, 2023, following its publication in the Gazette on April 14, 2023. This groundbreaking legislation, referred to as the “new law” in this article, represents a significant milestone in the United Arab Emirates (UAE) as it introduces a comprehensive framework governing the licensing, regulation, and liability aspects of autonomous vehicles.
The backdrop for this new law is rooted in the UAE’s strategic vision to transform Dubai into an exemplary city of the future and a premier destination for living, working, and tourism. The UAE’s ambitious goal is to deploy approximately 4,000 autonomous vehicles by 2030, marking a pivotal step in the realm of urban transportation.
Dubai Law No. 9 of 2023 delineates various provisions, encompassing licensing, regulatory guidelines, and operational standards tailored to autonomous or self-driving vehicles. Notably, the law’s scope does not extend to the regulation of vehicles equipped with driver assistance systems, such as those featuring automatic braking, lane control, or parking services. Instead, the primary focus of the new law centers on vehicles with full automation capabilities.
