EU: In-service verification of CO2 emissions

 

The EU Commission has published for information a new initiative for guiding principles and criteria for in-service verification of CO2 emissions.

The initiative is poised to establish guiding principles and criteria for the processes involved in assessing the CO2 emissions and fuel consumption of passenger cars and light commercial vehicles while they are in use, a procedure known as “in-service verification.” This requirement is stipulated in Article 13(4) of Regulation (EU) 2019/631.

Regulation (EU) 2019/631 delineates the performance standards for CO2 emissions of new passenger cars and light commercial vehicles. According to Article 13(2) of this regulation, the authorities responsible for type approval are obligated to verify, for the vehicle families under their purview, using appropriate and representative vehicle samples, that the recorded CO2 emission and fuel consumption values in the certificates of conformity align with the actual CO2 emissions and fuel consumption of vehicles in real-world use. Additionally, type-approval authorities are required to scrutinize any strategies employed on or related to the sampled vehicles that artificially enhance vehicle performance during the tests conducted for the purpose of type approval.

The Delegated Regulation lays out the guiding principles and criteria for formulating the processes used to verify the in-service CO2 emissions of passenger cars and light commercial vehicles.

Article 3 specifies the conditions for selecting vehicle families for in-service verification.

Article 4 outlines the guiding principles for conducting in-service verification tests. These testing procedures are built upon those used for emission type approval as defined in UN Regulation No 154, with additional tests designed to identify the presence of artificial strategies.

Article 5 ensures the proper documentation and reporting by the type-approval authority that grants approval for the in-service verification tests, along with the resulting findings.

Article 6 establishes the mechanism for financing the in-service verification procedures.
