Chile: Energy efficiency for vehicles
Chile has published a Technical report for establishing the energy efficiency standard for medium-duty motor vehicles.
In accordance with the Law No. 21.305 on energy efficiency, published on 13 February 2021, The Ministry of Energy must set energy efficiency standards for light-, medium- and heavy-duty vehicles (Article 7), which will consist of energy efficiency targets, in kilometres per litre of gasoline equivalent, in average terms for all individual approval certificates.
The vehicles that will be subject to the energy efficiency standard at this stage will be medium-sized vehicles, which according to the definition of DS No. 54 of 1994 of the Ministry of Transport and Telecommunications, currently corresponds to those vehicles with a gross vehicle weight equal to or greater than at 2,700 kg and less than 3,860 kg.
It is proposed that the descriptor to be used in establishing the standard is the reference mass of the vehicle, considered as the mass of the vehicle in running order subtracting the uniform mass of a driver of 75 kg and adding a uniform mass of 100 kg, plus 15% of the gross vehicle weight.
This indicator is used because it has a greater statistical correlation with performance, unlike other indicators of vehicle size or gross weight, and because it allows direct comparisons to be made with relevant international markets.
As indicated in Law 21,305, those responsible for compliance will be the importers or representatives for each brand of vehicles. The energy performance will be evaluated for each importer or representative as appropriate, based on the average of the performances of all the vehicles for which each person in charge issued an Individual Homologation Certificate.
