USA: Rhode Island’s Low-Emission and Zero-Emission Vehicle Programs

Rhode Island has published a Proposed rule – 250-RICR-120-05-37 which specifies the requirements for Rhode Island’s Low-Emission and Zero-Emission Vehicle Programs that implement California vehicle emission standards under section 177 of the federal Clean Air Act.

In accordance with it, no person, including a manufacturer or dealer, shall deliver for sale or lease, offer for sale or lease, sell or lease, import, acquire, receive, purchase, or rent a new vehicle that is a 2000 or subsequent model-year passenger car or light-duty truck or a 2004 or subsequent model year medium-duty vehicle in Rhode Island unless the vehicle is California-certified and fulfils additional technical criteria.

The regulation also contains manufacturer fleet requirements, exemptions, a tampering ban, etc.
