Vietnam: National technical regulation on electric vehicle charging equipment

 

Vietnam has published National technical regulation on electric vehicle charging equipment QCVN xx:2025/BKHCN.

The draft national technical regulation stipulates the safety requirements for EV conductive supply equipment used for charging electric road vehicles, with a rated supply voltage up to 1 000 V AC or up to 1 500 V DC. and a rated output voltage up to 1 000 V AC. or up to 1 500 V DC. Electric road vehicles (EV) include all road vehicles, including plug-in hybrid road vehicles (PHEV), that derive all or part of their energy from on-board rechargeable energy storage systems (RESS).

This draft national technical regulation applies to organizations and individuals involved in production, assembly, import, and trading of EV conductive supply equipment in Viet Nam.

The HS code of electric vehicle charging posts is 85044090, as prescribed in Circular No. 31/2022/TTBTC dated June 8, 2022 of the Minister of Finance promulgating the List of Vietnam’s export and import goods.

This draft national technical regulation does not apply to wireless electric vehicle charging posts and wired electric vehicle charging posts for electric buses, electric trains, heavy trucks and electric vehicles designed primarily for off-road use; equipment on electric vehicles; charging for RESS not located on electric vehicles; DC power supply equipment for electric vehicles based on double/reinforced insulation or level III protection against electric shock.
