Vietnam: New regulation on the limit of fuel consumption and evaluation method

 

Vietnam has published a new regulation on fuel consumption for passenger cars: Draft National standard of Road vehicles – Passenger cars – Limit of fuel consumption and evaluation method

Description of content: This draft Standard specifies the requirements for fuel consumption limits for passenger cars up to 8 seats (excluding the driver’s) and the method for assessing the average fuel consumption of newly manufactured, assembled and imported fleets.

This draft Standard applies to passenger cars up to 8 seats (excluding the driver’s) classified according to the regulations on road vehicle classification of the Minister of Transport, with the symbol M1 according to TCVN 6785, including: hybrid electric cars, battery electric cars, fuel cell electric cars, vehicles equipped with internal combustion engines using unleaded gasoline, E5 gasoline or diesel fuel.

The draft Standard does not apply to:

1. Vehicles manufactured, assembled, and imported under the management of the Ministry of Defense and the Ministry of Public Security;
2. Vehicles produced and assembled from complete automobiles that have been certified for technical safety quality and environmental protection;
3. Vehicles imported in accordance with international treaties to which the Socialist Republic of Vietnam is a member;
4. Vehicles imported for scientific research, production support, display, or introduction at trade fairs and exhibitions;
5. Vehicles designed and manufactured exclusively for the following purposes: racing cars in professional racetracks; vehicles used for recreational purposes in amusement parks;
6. Vehicles under the temporary import regime for entities entitled to privileges and exemptions, in accordance with the separate regulations of the Government or the Prime Minister;
7. Vehicles considered as gifts, presents, movable property; foreign aid vehicles;
8. Vehicles under the temporary import for re-export, temporary export for re-import; transshipment; placed in bonded warehouses; in transit;
9. Vehicles not participating in public transportation and operating only within a limited scope.

1. Law No. 50/2010/QH12 dated June 17, 2010, of the National Assembly of Vietnam on the Use of Energy Savings and Efficiency;
2. Decree No. 21/2011/NĐ-CP dated March 29, 2011, of the Government detailing the implementation measures of the Law on the Use of Energy Savings and Efficiency;
3. Decision No. 04/2017/QĐ-TTg dated March 9, 2017, of the Prime Minister regulating the list of vehicles and equipment required to affix energy labels, applying minimum energy performance levels and the implementation roadmap;
4. Joint Circular No. 43/2014/TTLT-BGTVT-BCT dated September 24, 2014, of the Ministry of Transport (MOT) stipulating energy labeling for passenger cars with 7 seats or fewer;
5. Circular No. 40/2017/TT-BGTVT dated November 9, 2017, of the Ministry of Transport guiding energy labeling for passenger cars with more than 7 seats but not exceeding 9 seats;
6. TCVN 6785:2015: Road vehicles – Emissions of harmful substances from cars according to fuel used for engines – Requirements and testing methods for type approval;
7. TCVN 7792:2015: Road vehicles – Measurement methods for CO2 emissions and fuel consumption and/or electric energy consumption for passenger cars powered by internal combustion engines or hybrid electric powertrains, as well as methods for measuring electric energy consumption for M1 and N1 category vehicles powered by electric powertrains – Requirements and testing methods for type approval;
8. Regulations of the United Nations Economic Commission for Europe (UNECE): ECE 801 – Rev. 03 and Amendments 1 to 10: Uniform provisions concerning the approval of passenger cars powered solely by an internal combustion engine or powered by a hybrid electric powertrain regarding the measurement of carbon dioxide emissions and fuel consumption and/or the measurement of electric energy consumption and electric range, and of categories M1 and N1 vehicles powered exclusively by electric powertrains regarding the measurement of electric energy consumption and electric range;
9. National Standard of the People’s Republic of China GB 27999-2014: Method for evaluating and measuring the fuel consumption of passenger vehicles.

The proposed date of adoption is 1 June 2025.
