EU: Updates to exhaust and evaporative emission type-approval

 

EU published a Draft Commission Implementing Regulation laying down rules, procedures and testing methodologies for the application of Regulation (EU) 2024/1257 as regards exhaust and evaporative emission type-approval of vehicles of categories M1 and N1.

The draft outlines procedures and requirements for emissions testing and vehicle approval for categories M1 and N1, in accordance with Regulation (EU) 2024/1257 (‘Euro 7’), while maintaining alignment with Euro 6 standards. It introduces real-world testing, anti-tampering provisions, security features, and detailed documentation to support type-approval, production conformity, in-service compliance, and market surveillance—ensuring thorough regulatory adherence and transparent reporting.

Recent technological advancements in the automotive sector now make stricter emissions limits achievable. Euro 7 capitalizes on these developments by compelling manufacturers to integrate cleaner technologies, thereby promoting innovation and enabling the production of more efficient, environmentally friendly vehicles. Nonetheless, to allow sufficient time for adaptation by industry stakeholders, regulatory bodies, and national technical services, the EU co-legislators have imposed a firm deadline for finalizing the implementing acts. Under Article 14(8) of Euro 7, the European Commission must adopt these measures by May 29, 2025.

Prompt adoption is essential to give manufacturers adequate time to prepare, protect investments in electric mobility, and deliver public health and environmental benefits. Stricter NOx and particulate matter (PM) limits will help reduce early mortality and chronic illness caused by air pollution, decrease healthcare expenditures, and safeguard ecosystems and biodiversity.
