EU: Clean Vehicles Directive – reporting template for Member States

 

Under the Clean Vehicles Directive (Directive 2009/33/EC), EU Member States must report on its implementation every five years. This Implementing Act establishes a standard reporting template for national authorities to use when submitting their reports to the European Commission, aiming to streamline the process and reduce administrative burden. The measure affects only the authorities responsible for implementing the Directive.

Article 10(2) of the Directive requires Member States to provide information on:

  1. The number and categories of vehicles covered by public procurement contracts within the Directive’s scope;
  2. Measures taken to implement the Directive;
  3. Planned future implementation activities;
  4. Any other relevant information the Member State wishes to include.

The first report is due by 18 April 2026 and should cover the reference period from 2 August 2021 to 31 December 2025.

Under Article 10(6), the Commission must adopt implementing acts specifying the format of these reports. Additionally, under Article 10(3), the Commission assists Member States by extracting relevant data from public procurement notices published in the Tenders Electronic Daily (TED) database, compiling it, and making it publicly available.

Since February 2024, the new eForms system has replaced the previous TED notices for public procurement, allowing for dedicated encoding and automatic extraction of data relevant to the Directive. The Commission has already extracted all relevant historical data from the old TED system and shared it with Member States via the Committee on Alternative Fuels Infrastructure.
