Ukraine: Updates to vehicle type approval regulation
The draft Resolution proposes the adoption of a Technical Regulation on the approval of vehicle designs, parts, and equipment, which will establish safety requirements for wheeled vehicles in categories M, N, O, and L, as well as for new parts and equipment intended for installation and/or use on such vehicles. The Regulation will also define the procedures for placing these products on the market and for obtaining design approval.
Additionally, the draft introduces mandatory photographic documentation of wheeled vehicle testing and requires certificates and test reports to be prepared in electronic format, in accordance with the Laws of Ukraine “On Electronic Documents and Electronic Document Management”, “On Electronic Trust Services”, and the Model Instruction on Documenting Management Information in Electronic Form and Organizing Work with Electronic Documents in Office Management and Interagency Electronic Exchange, approved by Resolution No. 55 of 17 January 2018 of the Cabinet of Ministers of Ukraine.
The proposal also amends Resolution No. 419 of 1 July 2016, “On Approval of the Procedure for Appointment, Refusal of Appointment and Revocation of the Appointment of a Certification Body for Individual Approval of Wheeled Vehicles, Batches of Parts and Equipment.” These amendments relate to the adoption, entry into force, administrative appeal, enforcement, and termination of administrative acts governing the designation of conformity assessment bodies, including procedures for extending or reducing the scope of designation, as well as for its suspension, termination, renewal, and ongoing monitoring. These changes will align the relevant procedures with the provisions of the Law of Ukraine “On Administrative Procedure”, while taking into account the specific requirements established by the Law of Ukraine “On Technical Regulations and Conformity Assessment.”
The deadline for submitting comments on the draft Resolution is 29 November 2025.
