China: National standard of the P.R.C., Limits and measurement methods for noise emitted from motorcycles
China has published a revision of the standard GB 16169 for motorcycle noise.
This standard specifies the limits and measurement methods for road noise and stationary noise emitted by motorcycles.
This standard specifies the requirements and methods for type inspection of motorcycles, as well as the inspection and determination methods for production conformity and in-use vehicle inspection.
The standard is formulated to implement the “Environmental Protection Law of the People’s Republic of China” and the “Noise Pollution Prevention and Control Law of the People’s Republic of China,” strengthen the control and management of motorcycle noise, and improve environmental quality.
This standard applies to motorcycles and mopeds (including hybrid electric motorcycles and hybrid electric mopeds, electric motorcycles and electric mopeds).
The test methods in this standard refer to the relevant technical content in UN Regulation No. 9-Rev. 4 “Uniform Requirements for the Approval of Noise for Three-Wheeled Motorcycles,” UN Regulation No. 41-Rev. 3 “Uniform Requirements for the Approval of Noise for Two-Wheeled Motorcycles,” and UN Regulation No. 63-Rev. 1 “Uniform Requirements for the Approval of Noise for Mopeds.”
This standard revises the main technical contents of two standards: GB16169—2005 “Limits and Measurement Methods for Acceleration Noise of Motorcycles and Mopeds” and GB 4569—2005 “Limits and Measurement Methods for Stationary Noise of Motorcycles and Mopeds”.
Compared with the two standards mentioned above, the main changes in this standard are as follows:
—Scope of application: This standard applies to type testing, production conformity checks, and in-use vehicle inspections of motorcycles and mopeds;
—Noise testing methods for hybrid electric motorcycles and hybrid electric mopeds, electric motorcycles and electric mopeds;
—Terminology and definition of power-to-weight ratio (PMR): Motorcycle noise measurement categories are classified based on PMR;
—Calculation of actual road noise for two-wheeled motorcycles using acceleration noise tests with full-speed accelerator and constant-speed noise tests;
—Additional noise measurement requirements for two-wheeled and three-wheeled motorcycles;
—Noise limits for two-wheeled motorcycles;
—Background noise correction values, number of noise measurements, and value requirements for noise testing;
—Requirements for road surfaces used in noise measurement tests: Refer to the technical content in Appendix CA, “Requirements for Road Surfaces Used in Noise Measurement Tests”;
—Technical requirements for stationary noise measuring instruments, measurement sites, testing methods, and data processing;
—Stationary noise limit requirements;
—Environmental protection production conformity technical requirements, noise warranty period regulations, in-use vehicle noise inspection, and environmental information disclosure management requirements.
This standard replaces “Limits and Measurement Methods for Acceleration Noise of Motorcycles and Mopeds” (GB16169—2005) and “Limits and Measurement Methods for Stationary Noise of Motorcycles and Mopeds” (GB4569—2005) from the date of its implementation.
