Taiwan: Amendments to regulation for tyres

 

Taiwan has published a Proposal for Amendments to the Legal Inspection for Automobile Tyres.

The Bureau of Standards, Metrology and Inspection (BSMI) proposes to adopt the revised standard CNS 1431:2023 “automobile tyres” as the inspection standard. The content of the revised CNS 1431:2023 remains mostly the same as the previous version. The main differences include adding requirements of rolling sound emission, wet grip braking performance and rolling resistance coefficient.

Inspection items:

  1. Unchanged inspection items: high speed performance, endurance test, bead unseating resistance, bead unseating resistance, and tyre strength.
  2. Added inspection items: For Class C1 tyres (passenger car) and C2 tyres (a load capacity index in single formation lower or equal to 121 and a speed category symbol higher or equal to “N”), requirements for rolling sound emission, wet grip braking performance and rolling resistance coefficient and label.

Description of the two kinds of conformity assessment procedures

  1. Monitoring Inspection

(1) Before the commodities are imported or domestically manufactured commodities are shipped out of the production premises, the obligatory inspection applicant shall apply to the BSMI or its branch for inspection by submitting an Inspection Application Form and type test reports of Class C1 tyres and C2 tyres for rolling sound emission, wet grip braking performance and rolling resistance coefficient.

  1. Registration of Product Certification (RPC) Scheme: Modules II+IV, II+V, or II+VII

(1) For products subject to Modules II+IV, II+V, or II+VII procedures, not only the products are required to be type-tested (Module II) by the BSMI or BSMI-designated testing laboratories, but the quality management systems of the production premises must be audited under Module IV (Full Quality Management System), Module V (Production Quality Management System) or Module VII (Factory Inspection).

(2) For Module IV and Module V, a registration certificate issued in accordance with CNS 12681 (ISO 9001) is required to be obtained from certification bodies recognized by the BSMI. As for Module VII, a factory inspection report issued by the BSMI or BSMI-recognized factory inspection bodies is needed.

(3) After being certified and registered by the BSMI, products will be allowed to use the Commodity Inspection Mark with the letter ‘R’ and the identification number given by the BSMI. Additionally, these products can clear the customs directly without any further inspection if not being sampled by RPC border check procedures. The application fee and annual fee for RPC are both NT$5,000 (about US$170) for each certification, and an RPC certificate is valid for 3 years. If there are any serial products, an extra NT$3,000 (about US$100) of application fee will be charged for every application in each certification. The fees for type testing vary by products and depend on the fee policies of the testing laboratories.

Commodity Inspection Mark:

Based on “Regulations Governing the Use of Commodity Inspection Mark”, the Commodity Inspection Mark shall be printed by obligatory inspection applicants. The identification number of the Commodity Inspection Mark consists of “A Letter (M or R),” and “Designated Code (5 digits)”.
