Saudi Arabia: New regulation for automated vehicles

 

Saudi Arabia has published a Technical Regulation of Automated Vehicles.

The Technical Regulation aims to determine the basic safety requirements for the automated driving system (ADS) of fully automated vehicles, included in the scope of this regulation, and to determine the conformity assessment procedures of fully automated vehicles with which suppliers shall comply, to ensure the preservation of the environment and the health and safety of the consumers and road users.

The products covered are:

Motor vehicles for the transport of >= 10 persons, incl. driver (HS code(s): 8702); Motor cars and other motor vehicles principally designed for the transport of <10 persons, incl. station wagons and racing cars (excl. motor vehicles of heading 8702) (HS code(s): 8703); Motor vehicles for the transport of goods, incl. chassis with engine and cab (HS code(s): 8704); Special purpose motor vehicles (other than those principally designed for the transport of persons or goods), e.g. breakdown lorries, crane lorries, fire fighting vehicles, concrete-mixer lorries, road sweeper lorries, spraying lorries, mobile workshops and mobile radiological units (HS code(s): 8705)

Among others, the following international standards are referenced in the Regulation:

  • SAE J3016 – Taxonomy and Definitions for Terms Related to Driving Automation Systems for On-Road Motor Vehicles
  • SASO ISO 26262 – Functional safety
  • IEEE 2846 – Minimum set of reasonable assumptions and foreseeable scenarios that shall be considered in the development of safety related models that are part of an automated driving system (ADS)
  • SAE J3187 – System Theoretic Process Analysis (STPA) Recommended Practices for Evaluations of Automotive Related Safety-Critical Systems- Hazard identification methods (e.g. STPA) which analyse the system design for functional and operational insufficiencies can help identify the occurrence of emergent behaviour which may lead to critical situations
  • SASO ISO/PAS 21448 – Road Vehicles – Safety of the Intended Functionality (SOTIF)
  • UN Regulation No 157 – Approval of vehicles with regard to Automated Lane Keeping Systems (ALKS)
