China: Adjustment of the Standards for Compulsory Certification of Automobile Products

 

The Certification and Accreditation Administration of the People’s Republic of China (CNCA) has announced the adjustment of the standards for mandatory certification of automotive products.

To strengthen the supervision of automotive product quality and ensure the effectiveness and credibility of mandatory product certification, it has been decided to include six standards, including GB44495-2024 “Technical Requirements for Information Security of Complete Vehicles,” in the mandatory certification standards for automotive products.

The relevant requirements are clarified as follows:

  1. From the date of this announcement, the six standards listed in the appendix to the “Implementation Rules for Mandatory Product Certification – Automobiles” (CNCA-C11-01) and the “Description and Definition Table of the Mandatory Product Certification Catalogue (Revised in 2023)” (Announcement No. 36 of 2023 by the State Administration for Market Regulation) will be added to the existing standards for automotive product certification. Until the date specified in the appendix, for newly accepted certification applications, certification bodies may, on a voluntary basis, add six more standards to the existing standards as the basis for certification.
  2. Existing product certification certificates can continue to be used until the transition deadline specified in the appendix. Enterprises may, according to their own wishes, begin the certificate conversion process in advance. All designated automotive certification bodies shall cancel all valid CCC certification certificates issued based on existing standards by the transition deadline specified in the appendix; all CCC certification certificates issued based on existing standards that are suspended and cannot be reinstated shall be revoked by the transition deadline specified in the appendix.
  3. For already certified automotive products, if there are no new testing items, no further testing is required, and a new version of the certification certificate can be directly issued; if there are new testing items, new tests must be conducted, and a new version of the certification certificate will be issued after passing the tests; related products manufactured, sold, or imported before the end of the transition period do not need to be renewed for mandatory product certification during the sales process, but should comply with other relevant laws and regulations.
  4. All designated automotive certification bodies and laboratories shall, in accordance with the requirements of the “Announcement on Relevant Requirements When Revising the Standards Used for Mandatory Product Certification” (CNCA Announcement No. 4 of 2012), submit the revised implementation rules and testing capabilities for newly included standards to the CNCA for record-keeping before June 1, 2026.
