Vietnam: New emission regulations for motorcycles

 

Vietnam has published two new regulations for motorcycle emissions.  These are:

  • Draft National technical regulation on emission of gaseous pollutants from assembly – manufactured motorcycles, mopeds and new imported motorcycles, mopeds
  • Draft National technical regulation on the third level of gaseous pollutant emission for new assembled, manufactured and imported two-wheeled motorcycles

The first one stipulates emission limits, tests, test methods and management requirements for the testing of emissions from newly manufactured, assembled and imported motorcycles. Motorcycles and mopeds are hereinafter collectively referred to as ‘vehicles’; manufacture and assembly are hereinafter abbreviated as ‘SXLR’).

Three-wheeled vehicles with a mass of more than 400 kg are considered motor vehicles according to TCVN 6211 and are also tested for emissions according to this standard.

This draft National technical regulation applies to agencies, organizations and individuals with activities related to the production and import of vehicles.

The second one stipulates the emission limits, emission test(s) and method(s) and management requirements to inspect the third level of gaseous pollutants emissions for newly manufactured, assembled (hereinafter abbreviated as SXLR) and imported two-wheeled motorcycles (hereinafter referred to as vehicles)

This draft National technical regulation applies to agencies, organizations and individuals involved in the manufacture and import of vehicles.

– Decree No. 127/2007/ND-CP dated August 1, 2007 and Decree No. 78/2018/ND-CP dated May 16, 2018 of the Government amending and supplementing a number of articles of Decree No. 127 /2007ND-CP detailing the implementation of a number of articles of the Law on Standards and Technical Regulations;

– Décret n° 56/2022/ND-CP du 24 août 2022 du Gouvernement réglementant les fonctions, tâches, pouvoirs et structure organisationnelle du Ministère des Transports ;

– Circular 44/2012/TT-BGTVT dated October 23, 2012 Regulations on quality inspection of technical safety and environmental protection of imported motorbikes and imported engines used for production , assembling motorbikes and mopeds;

– Circular 45/2012/TT-BGTVT dated October 23, 2012 Regulations on quality inspection of technical safety and environmental protection in the production and assembly of motorbikes and motorbikes;
