China: CCC certification for EV energy transfer equipment
China has published a new draft regulation CNCA-CXX-0X:202X General Implementation Rules of China Compulsory Certification for EV energy transfer equipment.
It specifies the following issues on China Compulsory Certification (CCC) of EV energy transfer equipment: scope of application, base standards, certification mode, certification unit classification, application for certification, implementation of certification, post-certification supervision, CCC certificate, CCC mark, fees, and certification responsibilities, among others.
This document applies to the implementation of mandatory product certification for EV energy transfer equipment.
The China Compulsory Certification (CCC) is a mandatory quality and safety certification system in China. Introduced in 2002, the CCC mark is similar to other certifications such as CE in Europe or UL in the United States, and it applies to a wide range of products imported into or manufactured in China. This certification ensures that products meet China’s stringent standards for quality, safety, environmental, and performance criteria before they can be legally sold or distributed within the country.
More than 100 product categories fall under the CCC regulation. Any product in these categories must obtain the CCC mark before being placed on the Chinese market.
Key Requirements for CCC Certification
The process for obtaining CCC certification includes a number of requirements and steps that ensure compliance with China’s standards. These are:
- Application and Documentation: Companies must submit an application to the China Quality Certification Center (CQC) or a similar authorized certification body. The application includes detailed product documentation such as technical drawings, user manuals, and test reports.
- Testing: After application submission, products must undergo testing at accredited Chinese laboratories. These tests assess whether the product complies with the relevant Chinese national standards (GB standards). Tests focus on safety, electromagnetic compatibility (EMC), and environmental performance, depending on the product type.
- Factory Inspection: In addition to product testing, the CCC certification process often requires an inspection of the manufacturer’s production facilities. This ensures that the production processes, quality management systems, and overall factory conditions meet the necessary standards. Factories must maintain these standards continuously, as the CCC certification process includes regular follow-up inspections.
- Marking Requirements: Once the product passes testing and the factory inspection is completed successfully, the CCC mark must be affixed to each product. The CCC logo must be permanently attached in a visible and durable way, either printed on the product or on the packaging, as stipulated by the regulations.
- Ongoing Compliance and Renewals: CCC certification is not a one-time process. Regular factory audits and product re-testing are required to ensure ongoing compliance. Certification may need to be renewed after a set period, typically between 3 to 5 years. Failure to comply with these ongoing requirements can result in the suspension or revocation of the CCC certification.
The proposed date of adoption is 2024-12-01, and the proposed date of entry into force: 2025-03-01.
