Botswana: Adoption of BOS IEC 61851-23:2023 Electric vehicle conductive charging system – Part 23: DC electric vehicle supply equipment.

 

Botswana has announced the adoption of the IEC standard 61851-23:2023 Electric vehicle conductive charging system.

BOS IEC 61851-23:2023 applies to electric vehicle (EV) supply equipment intended to enable energy transfer between the supply network and electric vehicles. It covers equipment with a rated maximum voltage on side A of up to 1 000 V AC or 1 500 V DC, and a rated maximum voltage on side B of up to 1 500 V DC.

This document specifies EV supply equipment for system A, system B, and system C, as defined in Annex AA, Annex BB, and Annex CC, respectively. Other systems remain under consideration.

The document sets out requirements for bidirectional power transfer (BPT) EV supply equipment for system A, with a rated maximum voltage on side A of up to 1 000 V AC or 1 500 V DC. Requirements relating to reverse power transfer (RPT) and BPT for system B and system C are currently under consideration and are therefore not addressed in this document.

This second edition supersedes and replaces the first edition published in 2014 and constitutes a technical revision. Compared with the previous edition, this version introduces the following significant technical changes:

  1. a) The structure has been reorganised in alignment with IEC 61851-1:2017;
    b) Electrical safety requirements in Clauses 8 and 12 have been revised based on IEC 62477-1 and informed by the hazard-based safety approach of IEC 62368-1;
    c) Test methods for verifying conformity with the specified requirements have largely been added, and general provisions for compliance testing are set out in Clause 102;
    d) New specific requirements and/or information have been introduced for the following functions: energy transfer with a thermal management system (101.2), bidirectional power transfer control (Annex DD), multi–side B separated EV supply equipment (Annex FF), and communication and energy transfer processes (Annex GG);
    e) Annex AA (system A), Annex BB (system B), and Annex CC (system C) have been updated, including additions related to points (b) and (c). The scope of this document has been limited to systems A, B, and C;
    f) The former Annex DD and Annex EE have been deleted, and a new Annex EE specifying requirements for an artificial test load has been introduced;
    g) A new informative annex addressing touch current and touch impulse current (Annex HH) has been added.
