Indonesia: Mandatory Implementation of SNI standard for vehicle rims

 

Indonesia has published a new regulation for vehicle rims.

The Regulation of Minister of Industry No. 71 Year 2024 regarding Mandatory Implementation of Indonesia National Standard for Vehicle Rims of categories M, N, O and L revokes the previous Regulation of Minister of Industry No 113/M-IND/PER/12/2012.

It covers the issuance of SNI certificate using type 5 certification scheme, production process assessment and implementation of ISO 9001:2015 or international automotive task force (IATF) 16949:2016, including product quality testing based on:

a SNI 1896:2008 Motor Vehicle Rims of categories M, N and O; and

  1. SNI 4658:2015 Motor Vehicle Rims category L.

which have a tariff post number/harmonized system, e.g.. for Motor Vehicle Rims of category M1 :

  1. ex. 8708.70.32;
  2. ex. 8708.70.39;
  3. ex. 8708.70.22; and
  4. ex. 8708.70.29;

Domestic or imported Vehicle Rims of categories M, N, O and L products produced before this regulation may still be distributed for a maximum of 1 (one) year from the enforcement date.

 

Types of SNI Certification

SNI certification requirements encompass a broad range of products across various industries in Indonesia. The certification applies to multiple products sold within the country. The approved product certification system for SNI includes Type 1 and Type 5, with the SNI marking applicable only to Type 5. Type 5 certification involves factory audits and product testing for items such as household appliances, automotive components, and steel products.

In 2004, regulations for the vehicle sector were introduced for the first time, with additional product categories added in subsequent years, including tires, rims, safety glass, and audio-video equipment. Currently, five SNI standards are relevant to the automotive industry, with the possibility of more categories being added for mandatory labeling in the future.

SNI Certification Process

The certification process begins with a factory audit and product testing. The product or component must undergo and pass an approval test conducted by a laboratory accredited by Indonesia’s Accreditation Committee.

SNI certification for vehicle parts and components confirms compliance with Indonesian SNI standards and ensures the product has successfully passed factory and product audits.

Once the necessary certificates are issued and the SNI label is affixed to both the product and its packaging, the item can be imported and sold in Indonesia. Spare parts for imported vehicles must also meet SNI requirements and carry the appropriate marking.

Upon certificate expiration, recertification is mandatory. Additionally, annual factory audits are conducted to maintain certification, ensuring continued compliance through factory inspections and product testing.
