Taiwan: BSMI certification for Secondary Lithium Battery Packs for Road Vehicle Propulsion
Taiwan has published the final text of “Legal Inspection Requirements for Secondary Lithium Battery Packs for Road Vehicle Propulsion”.
In support of its goal to achieve net-zero carbon emissions by 2050, the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu has been actively advancing the development of electric vehicles (EVs). Given that thermal runaway in lithium batteries is extremely difficult to control and presents serious risks to public safety and the environment, the Bureau of Standards, Metrology and Inspection (BSMI) has added secondary lithium battery packs for road vehicle propulsion, with a capacity of up to 100 kWh, to the scope of mandatory inspection in order to enhance product quality and safety.
Manufacturers and importers may choose one of two conformity assessment routes: Registration of Product Certification (RPC) or Type-Approved Batch Inspection (TABI). The mandatory inspection requirements will take effect on 1 July 2027.

- Mandatory inspection for the listed products, whether imported or domestically manufactured, will commence on 1 July 2027. The applicable import regulation code is C02. From the date of announcement, BSMI will accept applications for both TABI and RPC.
- Applicants submitting certification applications from the announcement date must provide a type-test report that meets the applicable inspection standards. Certificates will be issued following BSMI review and will be valid for three years from the date of issuance. For certificates issued before 30 June 2027, the effective date will be 1 July 2027, with an expiry date of 30 June 2030.
- Products that have obtained an Examination Report or a Vehicle Safety Type Approval Certificate issued by the Ministry of Transportation and Communications (MOTC), or by an MOTC-authorized certification body, are exempt from BSMI mandatory inspection.
- For products complying with CNS 16160 and certified under the Voluntary Product Certification (VPC) scheme, the type-test report may be issued by the original BSMI-designated testing laboratory after supplementary testing is conducted to address any product or standard differences.
- Technical documentation for type testing must comply with the requirements set out in the Directions Governing Type Approval of Electrical and Electronic Commodities.
- Fees for product type testing shall be charged in accordance with the fee schedules of BSMI-designated testing laboratories.
- Fees for product certification registration and type-approved batch inspection shall be charged in accordance with the Regulations Governing Fees for Commodity Inspection.
- The applicable inspection standards are those published in this announcement. Any future updates will be implemented on dates announced separately by BSMI.
- The listed C.C.C. Codes are for reference only. Products must comply with all applicable requirements prior to market entry, even if classified under a different C.C.C. Code by the Customs Administration or the Ministry of Economic Affairs.
- Products with combined functions or multifunctional features must comply with the relevant inspection standards and follow the RPC conformity assessment procedure.
