Generally, vehicles produced in compliance with safety and environmental standards set forth by the European Community, as mandated by EC nations for new vehicle types and registrations (including vehicles for “New Registrations”*) until the end of the IMR calendar year 2024, are eligible for import into the State of Israel, subject to the specified date requirements of the EC countries.
* New Registrations date: is the date after which all new vehicles being sold and first registered must meet the new or revised requirements (i.e. the date by which all existing models must have been updated to meet the new or revised requirements).
In addition, the vehicle must comply with Israeli’s Road Traffic Ordinance and Regulations.
Vehicle registration approval may be carried out through the following options:
The manufacturer must ensure familiarity with the requirements specific to the vehicle category intended for import and adhere to the instructions outlined in the relevant “Registration Requirements” document.
Importation of vehicles must be conducted by a certified importer possessing an import license issued by the Israeli Ministry of Transport and Road Safety (MOT).
The certified importer is responsible for submitting the completed “Registration Requirements” document for Israel, endorsed by the manufacturer and appropriately notarized.
Additionally, documentation verifying compliance with EC directives and regulations, authorizing the vehicle’s use on public roads within EC member states, must be provided. In certain instances and for specific components, supplementary documentation or certifications may be requested from the manufacturer.
All necessary certificates and documents required by the IMR must be submitted to the MOT in English.

The Ministry of Environmental Protection oversees air quality policies, including emissions reduction from vehicles. The Ministry of Transport and Road Safety establishes mandatory requirements for the import and registration of road vehicles and non-road equipment, encompassing safety and environmental aspects, including emissions standards. These standards align with those currently enforced in the EU across all applications. Moreover, registration based on certification to US Federal standards is also an option.
In September 2012, the Clean Air Regulations (Air Pollution from Vehicles) took effect, imposing stricter criteria for annual vehicle tests. These regulations stipulate that emission standards in an annual vehicle license examination must correspond to those specified by the vehicle manufacturer, when such information is available. Failure to meet these standards will lead to the denial of an annual license for the vehicle owner. The standards are in line with Directive 2009/40/EC of the European Parliament.
In September 2013, the Clean Air Regulations (Air Pollution from Vehicles on the Road) came into force, intensifying requirements for roadside spot checks. Vehicles subjected to spot checks must meet the same exhaust standards as those mandated for annual tests. These standards adhere to Directive 2000/30/EC of the European Parliament.
